Construction Begins for New Judicial and Administrative Complex

Today, September 30, 2024, construction crews will begin preparations to put shovels in the ground to build the long-awaited Rockdale County Judicial and Administrative Complex. Residents, business owners and visitors to downtown Conyers will see signage and construction fencing in the area around the historic courthouse as crews start the three-year journey toward a new complex, the first of many improvements that will come with the county’s new strategic plan, dubbed “Reimagine Rockdale.”

“The new courthouse complex will provide Rockdale County with a new community center that’s a point of pride,” said Rockdale Chairman Oz Nesbitt. “This facility will marry attractive architecture with functionality to better serve Rockdale citizens for generations to come – as numerous other metro Atlanta counties have done over the past 20 years. With buildings dating back to the 1930s and others retrofitted, Rockdale is long overdue for this improvement that will bring modern technology, increased security, and more parking. The added greenspaces will give us an inviting gathering spot for events that bring our community together.”

The Rockdale County Commission at its regularly scheduled meeting on Tuesday approved $30.2M in funding for construction company McCarthy-Barnsley to award construction subcontracts for earthwork and grading, structural concrete, and an electrical generator necessary for the first phase of the construction project. The commission in April awarded $1M in funds for pre-construction work. Once completed in 2026, the judicial and administrative complex will give Conyers a magnetic city center to welcome residents and visitors and to host community events and gatherings.

Plan Ahead:
While County officials are working to minimize community disruptions as much as possible, residents, business owners and visitors can expect some changes in downtown from today. Please familiarize yourself with access routes and parking locations during this first construction phase.

The parking lot at XXXXX and XXXXXXX will be closed during construction. Additional parking will be at XXXXXXXXXXXX. In addition, Court Street will be closed, and Bank Street will be switched one-way towards Pine Street. There will be one-way and “Do Not Enter’ signage to help motorists avoid any confusion. Commuters are encouraged to exercise cautions and plan in case alternative routes are necessary.

“When you consider the transformative vision for this project, it puts into perspective the overwhelmingly positive impact the renovation of the judicial complex will have on the Rockdale community,” said Justis Brogan, senior vice president and Atlanta business unit leader at McCarthy. “Our McCarthy + Barnsley team is ready and in position to begin substantial site work that will significantly enhance critical county services and improve overall capacity.”
